WASHINGTON, Aug. 30 (UPI) -- Almost 60 percent of families affected by the September 2001 terror attacks have not filed claims with the victim compensation fund established by Congress.

With the application deadline less than four months away, only 1,240 claims had been filed with the fund by Friday, the New York Times reported Saturday.

A total 3,016 people died in the attacks at the World Trade Center and the Pentagon and aboard the plane that crashed in Pennsylvania.

So far, only 1,035 of the injured have filed claims, the Times said.

Kenneth R. Feinberg, the lawyer overseeing the fund, told he Times he is concerned "and I think the administration is concerned."

Feinberg estimated that the fund, which has paid out $623.1 million, could distribute as much as $3 billion.

The fund was created by Congress as part of a legislative package to protect the airline industry from lawsuits.
