Amnesty slams detainee ruling

WASHINGTON, March 11 (UPI) -- A new ruling that detainees overseas do not have access to U.S. courts might create "an American gulag," Amnesty International said Tuesday. A federal appeals court said the detainees at a U.S. base in Cuba do not have access to the courts or the Constitution.
