WASHINGTON, Dec. 29 (UPI) -- Secretary of State Colin Powell said Sunday Washington won't "appease" North Korea in the standoff over development of nuclear weapons. The United States would "do it right this time" and "not just do ... whatever (they) ask" as in 1994, when Pyongyang promised to stop nuclear weapons development in return for economic aid.
