Bush limits fed pay hike to 3.1 percent

WASHINGTON, Nov. 30 (UPI) -- Federal civilian employees who may have given thanks for a 4.1 percent pay raise next year learned Friday it will be 3.1 percent instead, because of what President Bush said is a national emergency and a tight budget. Congress could overrule Bush but only after the first federal paychecks of 2003.
