WASHINGTON, Nov. 25 (UPI) -- President George W. Bush signed legislation Monday creating the Department of Homeland Security -- the country's domestic response to the terrorist attacks on New York and Washington. Bush also announced that the current director of the Office of Homeland Security, Tom Ridge, is his choice for secretary of the department.
