Virginia faces $1.5B shortfall

RICHMOND, Va., Aug. 19 (UPI) -- Gov. Mark R. Warner Monday announced a series of steps to combat the $1.5 billion revenue shortfall facing Virginia because of the poor economy and declining revenues. Warner gave state agencies until Sept. 20 to prepare plans to reduce their 2003-2004 general fund budgets by up to 15 percent.
