Microsoft has cut a deal with the Department of Justice, proposing a settlement to the antitrust case that would regulate the way the company develops and markets Windows and related software. But half of the state attorneys general who were parties to the suit have refused to sign on, and have asked the court to impose far tougher remedies that would fundamentally alter the competitive landscape in PC operating systems and business applications.
