Homeland security: Budget 'first priority'

WASHINGTON, Feb. 4 (UPI) -- President Bush's budget sent to Congress Monday includes $18 billion in new spending for "first responders" -- those who defend against biological attack, secure the borders and improve high-tech infrastructure. The budget says homeland security is the government's "first priority."
