Congress may subpoena Lay

WASHINGTON, Feb. 4 (UPI) -- Former Enron Chairman Ken Lay does not appear to be off the hook with Congress after his 11th-hour decision not to appear at Capitol Hill hearings Monday. Lawmakers called for subpoenas to be issued, and CNN said a Senate Commerce subcommittee was expected to issue one as early as Tuesday morning.
