WTC firefighters 'not enough'

NEW YORK, Nov. 9 (UPI) -- Although New York City Mayor Rudolph Giuliani has allowed the number of firefighters at "Ground Zero" at the World Trade Center to double from 25 to 50, firefighter unions are only calling it a "first step." "The increase is a start," said Tom Manley, the Uniformed Firefighters Association's health and safety director.
