Cross burning law found unconstitutional

RICHMOND,, Va., Nov. 2 (UPI) -- The Virginia Supreme Court ruled Friday that a state law against burning a cross to intimidate a person or group violates the U.S. Constitution. In a 4-3 decision, the court said the government "may not regulate speech based on hostility -- or favoritism -- towards the underlying message expressed."
