Franklin served as the defensive line coach in Oakland with Norton, who was the Raiders' defensive coordinator before being fired on Nov. 21 after the team's 33-8 loss to the New England Patriots.

The 52-year-old Franklin, who will replace Dwaine Board, returns to the Pacific Northwest after playing his only seven games of his NFL career with the Seahawks in 1989.

Franklin also has worked with the Green Bay Packers (2000-04), Tampa Bay Buccaneers (2006) and Houston Texans (2007-09) in addition to coaching at his alma mater Fresno State.
