March 13 (UPI) -- Roger Goodell isn't likely to let this one go.

Ezekiel Elliott, who is still under investigation by the NFL for several alleged domestic violence incidents, can be seen in a recent video partaking in some suspect activity.

Elliott has not been arrested or charged by police for any domestic violence incidents.

The Dallas Cowboys running back was standing on a rooftop bar during a St. Patrick's Day parade when he looks at a woman next to him and uses his hand to pull down her shirt and reveal her breast.

TMZ posted two videos from the Dallas parade. It reported that one of Elliott's representatives said the action was "all in good fun" and that the woman wasn't mad.

Elliott reached for her breasts a second time in a second video, before being slapped away. The woman then pulls the shirt down herself.

The 21-year-old was the NFL rushing leader last season with 1,631 rushing yards during his rookie campaign.

Elliott could see an NFL suspension even if he isn't convicted of an actual crime.

As Pro Football Talk noted, Goodell's reasoning for suspending Ben Roethlisberger happened regardless of court rulings.

"My decision today is not based on a finding that you violated [the] law," Goodell told Roethlisberger, via PFT. "[Y]ou are held to a higher standard as an NFL player, and there is nothing about your conduct . . . that can remotely be described as admirable, responsible, or consistent with either the values of the league or the expectations of our fans. . . . Your conduct raises sufficient concerns that I believe effective intervention now is the best step for your personal and professional welfare."

Elliott has denied his role in the domestic violence allegations.
