Mbah a Moute, 30, played the past two seasons with the Los Angeles Clippers, and he has been a starter each of the past three seasons.
He declined a $2.3 million player option for the 2017-18 season, making him a free agent.
Mbah a Moute averaged 6.1 points and 2.1 rebounds last season while playing in 80 games, including 76 starts. In 2015-16, Mbah a Moute played in 75 games, including 61 starts, and averaged 3.1 points and 2.3 rebounds for the Clippers.
His best season was 2014-15, when he averaged 9.9 points and 4.9 rebounds for the Philadelphia 76ers.
Mbah a Moute's strength is as a defender because he can guard small forwards on the perimeter or power forwards in the low post.
Houston previously added Mbah a Moute's former Clippers teammate Chris Paul, and the Rockets reportedly are pursuing New York Knicks forward Carmelo Anthony.
