Woods shot an even-par 71 to remain even par for the tournament. He had five birdies and five bogeys at Pebble Beach.
Woods ended play tied for 27th.
"I got off to a crap start, two-over through three, and those are the easier holes," Woods said. "And I had to try to fight back and claw out a round today, which I was able to do."
Woods wore KT tape -- a strip used to treat pain -- on his neck to combat the cold.
Woods has had four back surgeries and withdrew from the Arnold Palmer Invitational earlier this season with a neck strain.
"When it's cold like this, everything is achy," Woods said. "It's just part of the deal. It's all the same. It's been like that for years."
