Green Bay Packers running back James Starks is active for Sunday's game against the Tennessee Titans.

Starks, who was listed as questionable this week, was cleared to play for his first action since Oct. 9. He had surgery to repair a torn knee meniscus a week later after aggravating the injury during a workout.

Starks, a seven-year veteran, has just 42 yards on 24 carries in four games this season.

Packers linebacker Clay Matthews will miss his third straight game because of a hamstring injury.
