Selected by Jacksonville in the fourth round of the 2011 draft, the 28-year-old Shorts had 218 catches for 2,827 yards and 14 touchdowns with the Jaguars and Texans.

Spencer spent most of the 2015 season on Tampa Bay's practice squad. He missed the team's third preseason game with a knee injury, but made three catches for 27 yards in a constant downpour in Wednesday's final exhibition game.
