Report: Arum -- Pacquiao-Mayweather off

LONDON, Dec. 24 (UPI) -- Promoter Bob Arum has told BBC Sport the scheduled welterweight title fight between champion Manny Pacquiao and Floyd Mayweather Jr. is off.

Pacquiao's refusal to comply with Olympic style drug testing as outlined and mandated by the U.S. Anti-Doping Agency has been the major sticking point in negotiations for the multimillion dollar bout.

Arum told the BBC Wednesday Pacquiao would agree to testing by the same agencies that test American professional football and baseball players, but not to random tests by the U.S. Anti-Doping Agency.

"I understand Pacquiao not liking having his blood taken, because frankly I don't know anyone who really does," the undefeated Mayweather said this week. "In a fight of this magnitude, I think it is our responsibility to subject ourselves to sportsmanship at the highest level. (I hope Manny) will change his mind and step up and allow these tests."
