Rams promote Devaney to general manager

ST. LOUIS, Dec. 25 (UPI) -- The St. Louis Rams have promoted executive vice president of player personnel Billy Devaney to be their next general manager.

Devaney, who has 23 years of NFL scouting experience, succeeds Jay Zygmunt, who stepped down Monday as the Rams' president of football operations and general manager, ending his 27-season tenure.

Devaney will be responsible for all player personnel decisions, including the college draft, acquisition of free agents, player trades and other personnel transactions.

Also, he will lead the search for a new head coach.

"I am very grateful to Rams ownership for giving me this opportunity to help return the team to an elite position in the National Football League," Devaney said Wednesday after his promotion. "This is an organization that has historically had a winning tradition and it is our goal to get back to that level."

The Rams carry a nine-game losing streak into their season finale Sunday against Atlanta.

Interim coach Jim Haslett is not expected to be retained.
