Houston moved into a tie with idle Phoenix for the fifth seed in the Western Conference playoffs.
Portland, which lost its fourth straight, was led by LaMarcus Aldridge with 22.
The game was tied with 4:12 remaining in the third period, but the Rockets closed the quarter on a 13-2 run. Portland came no closer than seven during the fourth.
