The Dallas Cowboys have seven days from when they receive the contract to match the offer, or allow the special teamer to join the Titans.

Fowler, entering his fourth year in the league, has three career starts. Last season he led Dallas with 24 tackles on special teams. "We think Ryan can compete for our starting middle linebacker spot," said Titans General Manager Mike Reinfeldt.

Reports in Philadelphia newspapers on Sunday said the 6'3, 250-pound Fowler had signed a four-year contract worth $10.5 million, $4 million in the first year, with the Eagles.

Fowler's agent Alan Herman reportedly told the Philadelphia Daily News that his client had turned down a similar contract from Tennessee to sign with the Eagles.
