In the first 18 holes of the tour's season-opening event, the three opened with scores of 5-under 67.
"I played really consistent," said Creamer, who is eighth in the latest tour rankings, but was winless in the 2006 season. "I think I missed only two greens, maybe three, but I think it was two. No bogeys and five birdies so I played solid and it was a good day."
She joined the logjam at the top with a birdie at No. 17.
Steinhauer, the reigning Women's British Open champion, opened with three consecutive pars, and then drained a 35-foot birdie putt at the fourth.
She added a birdie putt at the sixth.
Natalie Gulbis, Julieta Granada, Sung Ah Yim and Wendy Ward are tied for fourth at 4-under 67.
