The Raiders also signed fullbacks Chris Hetherington and Cecil Martin. Terms were not disclosed.

Hetherington, 30, played last season with the St. Louis Rams and joins his fifth NFL team.

Martin, 27, spent his first four seasons with the Philadelphia Eagles. Ironically, it was the Eagles who signed fullback Jon Ritchie -- Oakland's starting fullback last season.

The second overall pick in the 1993 draft, Mirer did not see any action as Oakland's third-string quarterback last season behind starter Rich Gannon and backup Marques Tuiasosopo.

Mirer spent his first four seasons with the Seattle Seahawks, was traded to the Chicago Bears in 1997 and also played for Green Bay, the New York Jets and San Francisco before joining the Raiders in 2001. He has passed for 10,702 yards and 47 touchdowns with 71 interceptions in 71 games, including 60 starts.

Hetherington, a special teams standout as well as a blocking fullback, has rushed just 31 times for 84 yards with two touchdowns and 38 catches for 242 yards and one score in 88 NFL games. He originally signed with Cincinnati in 1996 and played three years for Indianapolis and Carolina before signing with the Rams last season.

Martin started 38 games for the Eagles and served primarily as a lead blocker. He had just 26 carries for 101 yards and 81 receptions for 491 yards and two touchdowns in 60 games. Martin had a career-high 31 catches in 2000.
