Terms were not disclosed for Peterson, but ESPN reported he will receive a four-year, $3.925 million contract.
A nine-year veteran, Peterson connected on 27-of-35 field goals and 27-of-28 extra points last season for the Kansas City Chiefs.
Pittsburgh coach Bill Cowher had grown increasingly frustrated with Brown, who had an outstanding rookie season in 2000 but led the NFL with 14 missed field goals last season.
Brown, 25, had blamed the surface at new Heinz Field for some of his problems and last week said he would prefer to kick in his native Texas.
Brown signed a four-year, $4.7 million offer sheet with the Texans. The Steelers will receive a seventh-round draft choice as compensation for losing Brown, a restricted free agent.
Peterson, who played collegiately at Georgia, has converted 170-of-213 field goal tries and all but one of 234 extra points.
