On Friday, the 19-year-old Spaniard outlasted Frazier, 6-2, 3-6, 6-4 to secure her second career WTA Tour final appearance.
Medina Garrigues will meet Slovakia's Martina Sucha, who is also unseeded, in Saturday's championship match.
Sucha rallied to beat No. 8 Nicole Pratt of Australia, 1-6, 6-4, 6-4 Friday in the semifinals. Sucha is seeking her first WTA
Medina Garrigues won her first tournament last July, beating
Cristina Torrens Valero in the final at the Palermo International.
