WASHINGTON, Feb. 3 (UPI) -- President Bush proposed a National Institutes of Health budget for 2004 on Monday that calls for only a 2 percent increasing in funding. Compared to annual boosts of as much as 13 percent in recent years, the small proposed increase could delay the development of new medical treatments, critics said.
