"She, her son, and I removed the storm grate and tried to entice the little guy/girl out with food without success," Justice told KOMO-TV. "I called 911 and they dispatched out an awesome team."
Community Service Officer Joie Mette arrived on the scene and called for backup from the Marysville Fire District.
"Firefighters used their kitty rescue equipment to lure one kitten out of the pipe under the roadway," Marysville police said in a Facebook post. "The other kitten was found by officers in a nearby yard."
The kittens were taken to the Everett Animal Shelter.
