The video, captured Sunday in Chongqing, shows the car driving in poor visibility with the driver holding his hand out the window. Advertisement As the filming police car passes, it becomes clear the man is holding a wooden dowel that he his using to manually operate a broken windshield wiper. Police said the man was issued a fine and three points were deducted from his license.
