The video shows seemingly frustrated drivers struggling to get around the woman.
"It's not safe to be on a major roadway out of your vehicle," Calvin Harvey, HCTRA Incident Command administrator, told KTRK-TV. "It's better us handling it than someone risking their own lives doing it."
An HCTRA Incident Response team responded with a deputy constable and helped the woman catch the kitten in the towel and return to her car.
The HCTRA said a second kitten was rescued Tuesday from the U.S. 290/Beltway 8 overpass, where the feline somehow ended up on a high ledge. An HCTRA Incident Management team, the SPCA and the Jersey Village Fire Department responded to rescue the feline.
