Handcuffed man proposed while being arrested

ELK CITY, Okla., Dec. 18 (UPI) -- An Oklahoma woman whose boyfriend proposed to her while he was being arrested on outstanding warrants said the man, who is now her fiance, is misunderstood.

Justin Harrel, 32, told Elk City police he was preparing to propose to girlfriend Elaina Rios at Elk City's "Christmas In The Park" Friday when he was arrested on unspecified warrants from Washita and Greer Counties, KXTV, Oklahoma City, reported Wednesday.

Police helped Harrel complete the proposal and retrieved the ring from the handcuffed man's pocket before carting him away to jail.

"We're best friends. He completes me. He's my rock and I'm his rock. Everybody thinks he's a bad guy and he's not," Rios said.

Elk City Police Chief Eddie Holland said the incident was "policing at its best with a heart."

"And it's Christmas time. People have lives, and we help them our best to live those lives," Holland said.
