MOSCOW, June 21 (UPI) -- The lower house of the Russian parliament voted Friday in favor of measures to allow banning of rabble-rousers from sporting events for as long as seven years.

The measures, part of a bill dubbed the Fan Law, must pass a second and third reading in the Duma and, if passed, will then go before the upper house of the parliament, RIA Novosti reported Friday.
