PETERSBURG, Russia, Sept. 24 (UPI) -- The governor of Russia's second largest city said a baby born during the weekend was the metropolis' 5 millionth resident. Gov. Georgy Poltavchenko of St. Petersburg said officials have awarded a four bedroom apartment to the Sharkov family in honor of the birth of baby Lyudmila, who brought the city's population to 5 million, RIA Novosti reported Monday.
