Upper Darby police Superintendent Michael J. Chitwood said officers from the bicycle patrol unit and their families had gathered for a Christmas party Sunday and were waiting to be seated at Ruth's Chris Steak House in Philadelphia when Sgt. Jim Reif spotted the woman allegedly reaching into someone else's purse, The Philadelphia Inquirer reported Tuesday. Advertisement Chitwood said Gwendolyn Jordan, 46, seemed "shocked" to find herself quickly surrounded by eight officers. Jordan, who has 59 previous arrests, was booked by Philadelphia police on theft and related charges. "She went to the wrong Christmas party," Chitwood said.
