City outlaws garbage scavenging

NEWPORT BEACH, Calif., Feb. 2 (UPI) -- A California city council passed a measure giving police arrest powers when they catch people digging through trash.

The Newport Beach City Council passed the measure after residents complained about scavengers stealing bikes and other property kept near the refuse, KTLA-TV, Los Angeles, reported Tuesday.

Officials in the nearby city of Costa Mesa said they are considering a similar measure to curb garbage scavenging. They said they are also considering distributing locks to residents for use on trash cans.
