NEW YORK, Oct. 14 (UPI) -- The billionaire who offered a $1 million prize for running naked in front of President Barack Obama says the Philadelphia streaker failed the ultimate test.

Alki David said Juan Rodriguez will get his rent paid for a year and money for his sister's medical bills, the New York Daily News reported. But David said the top prize would have been paid only with proof that Obama saw Rodriguez -- who got within about 10 feet of the president Sunday -- with Battlecam.com, the name of David's Web site, written on his chest.

"Mr. Rodriguez agreed that he was not able to complete all the criteria of the challenge," David said. "But he came so very close."

David said he was "moved" by Rodriguez's story of why he was willing to run naked through the presidential rally. Rodriguez, a house painter who lives in the New York borough of Staten Island, is out of work with three small children and a sick sister.

Rodriguez, who faces charges of disorderly conduct and public lewdness in Philadelphia, has also agreed to take on a new challenge from David, streaking in front of another head of state whose identity remains secret.

The White House has maintained silence on the incident, although Rodriguez offered to donate $100,000 to an Obama-designated charity if the president admitted seeing him.
