Subscribe | UPI Odd Newsletter Subscribe BOULDER, Colo., March 22 (UPI) -- A Colorado housing authority said it wants new public nudity rules to address a couple seen gardening at their home while dressed in nothing but thongs. Betsey Martens, executive director of Boulder Housing Partners, a non-profit offering low-income housing in the city, said residents of Boulder's Foothills Community neighborhood have lodged numerous complaints during recent years about Robert and Catharine Pierce, a nudist couple often seen wearing nothing but thongs outside of their home, The (Boulder) Daily Camera reported Monday. Advertisement Martens said lack of action on state and local laws, which currently allow for topless dress outdoors, led the housing organization to seek its own new rules to address the issue. "We spent the winter working with and watching the city's anti-nudity law, and right now spring is here, and that law remains unchanged," Martens said. "Absent a law change, we now will amend our house rules to make it clear that this is a family community, and respect for children on the site needs to be observed." The spokeswoman did not give details of the planned rule changes. Robert Pierce vowed to fight for his wife's right to go topless outside. Advertisement "If they receive a dollar of government money, they can't discriminate against us," he said. "If they want a challenge, they'll get a challenge."
