The City Council agreed to raise grants available to low-income residents seeking to replace worn-out TVs from $221 to $585 so the families can afford better-quality sets, Radio Netherlands reported Tuesday. Advertisement A council spokeswoman said low-income residents are eligible to apply for the TV grants once every eight years.
