Unhappy happy hour at Laguna Beach

LAGUNA BEACH, Calif., Sept. 15 (UPI) -- A group of mostly retired men and women is facing an uphill battle to win permission to have a legal happy hour on Fridays at California's Laguna Beach.

A petition submitted to the Laguna Beach City Council was shelved this week with officials worried that allowing one group to drink legally might spark additional requests, The Los Angeles Times reports.

"We are not a raucous group of teenagers. At 7:30 most of us go home, have a glass of Ovaltine and go to bed," says Otis Healy, 79, who is spearheading the happy hour effort.

Healy and his group have been meeting in an isolated area called Shaw's Cove for more than 20 years but ever since the city banned liquor on the beach, the get-togethers are clandestine, the Times said.

Increasingly, police have been busting up the happy hour and the group wants permission to drink legally.

City Manager Kenneth Frank told the newspaper he is doubtful their petition will win approval.
