President Bill Clinton uses an electronic pen to sign the futuristic telecommunications bill into law February 8 at a ceremony held, for the the first time ever, at the Library of Congress on Capitol Hill. After first signing the bill with the pen that Eisenhower used to sign the 1957 highway act, Clinton used the electronic pen on a digital tablet, and the bill was sent into cyberspace.
