Tourists visit the Lincoln memorial on the first night that the Memorial was reopened after a 16-day partial government shutdown closed all National Parks and Monuments, on October 17, 2013 in Washington, DC. A bipartisan funding bill was passed by the House and the Senate and signed by President Obama to reopened the government and raise the debt limit. UPI/Kevin Dietsch
