PHI99060401 - 04 MAY 1999 - PHILADELPHIA, PENNSYLVANIA, USA: Philadelphia Mayor Edward Rendell displays a mockup model of a "smart" gun as he testifies at City Hall in favor of his proposal to enforce the purchase of new type of gun in the city and outlaw other types of guns. The weapon contains a computer chip in the handle (just above his hand) which can contain up to 10 different sets of finger prints.If the person holding the gun does not have a finger print encoded into the gun, they can not fire it.
