President Bush signs Hubbard Act in Washington
U.S. President George W. Bush signs H.R. 6580, the Hubbard Act, in the Oval Office of the White House on August 29, 2008. The act named for Army Specialist Jason Hubbard allows soldiers whom return home early from duty as sole survivors to take advantage of the same benefits given to soldiers at the end of a full tour of duty. Behind Bush are members of the Hubbard family and Reps. Devin Nunes (R-CA) and Jim Costa (D-CA). (UPI Photo/Roger L. Wollenberg)
