The Universal Cable Productions project is being helmed and executive produced by director Anthony Hemingway. It is described in press notes as "a scripted true crime serial that chronicles the two major police investigations into the murders of Tupac Shakur and Biggie Smalls."

Nobody has been convicted yet for the 1990s shooting deaths of Shakur in Las Vegas and Smalls in Los Angeles.
