The film is narrated by Justin Timberlake's character Mickey, a lifeguard on Coney Island in the 1950s. He tells the story of how Winslet’s character Ginny, an actress-turned-waitress whose husband Humpty (Jim Belushi), is reunited with his estranged daughter Carolina (JunoTemple) seeking refuge from the mafia.

"Wonder Wheel" is Woody Allen's third project for Amazon Studios after making the film "Cafe Society" and the web series "Crisis in Six Scenes" in 2016. Amid the current climate in Hollywood since Harvey Weinstein's victims shared their stories, there has been discussion as to why Allen hasn't faced the same backlash. Allen was accused of sexual assault by his adopted daughter Dylan Farrow for an incident that occurred when she was seven years old.

Cast member Kate Winslet has taken some heat for agreeing to work with Allen and told Variety, "It’s just a difficult discussion. I’d rather respectfully not enter it today." The Oscar winning actress said of playing Ginny in the film, "There was not one single moment that I was not utterly terrified. It’s an incredibly complicated character -- maybe the most complicated female character I’ve ever had the challenge of grappling with."

Winslet said of working with Timberlake, "We shared a trailer. We had a thin partition wall between us. I would hear him peeing in the morning and singing to himself, and I loved it."
