Howe, a resident of Calabasas, was driving the Lexus that collided with a Toyota Prius stopped on the Pacific Coast Highway on Saturday. Jenner was behind an SUV that presumably rear-ended the Lexus and pushed it onto oncoming traffic.
According to the Los Angeles Times the California Department of Motor Vehicles determined the Howe hadn't had a valid drivers license since 2007, when it expired.
Sgt. Philip Brooks of the Los Angeles County Sheriff's Department said investigators will try to get their hands on the phone records from all the drivers involved in the crash to determine if any of them were texting during the incident.
