Powell to go to Geneva for U.N. meeting

WASHINGTON, Sept. 8 (UPI) -- Secretary of State Colin Powell will travel to Geneva, Switzerland, Saturday for an emergency meeting of the U.S. Security Council.

Powell will meet with the foreign ministers of the five permanent council members to discuss a new resolution calling for more foreign troops to keep the peace in Iraq and an eventual turnover of power to an Iraqi governing council.

Since the United States submitted its draft resolution last week, the French and Germans in particular have been critical. A joint statement released last week from the two countries called for a timeline for the transfer of political powers to the Iraqis.

U.N. Secretary General Kofi Annan, who is also to attend the Geneva weekend meeting, said Monday he believes the United Nations should assume political authority over Iraq.
