The Rock Island Arsenal JMTC is an Army foundry that manufactures weaponry and support equipment. Officials say the BOA is part of an effort to utilize the manufacturing service capabilities at the JMTC, which will reduce operational costs for the Army and also preserve skills and equipment at the facility through private contracts.

"The JMTC is well reputed as one of a kind in the nation," Al Kruse, Pendulum Resources manager, said in a statement.

"It has state-of-the-art manufacturing equipment as well as an excellent technological support staff. We look forward to an intensive marketing effort to publicize the JMTC capabilities yielding a win-win situation for the JMTC and industry."
