SEOUL, March 28 (UPI) -- The head of the U.S. Central Intelligence Agency says North Korea's nuclear test last October was a failure, according to a South Korean daily.
CIA Director Michael Hayden, who visited Seoul this week, also told South Korean officials that the United States will not recognize North Korea as a nuclear power, the JoongAng Ilbo reported Wednesday.
"The United States will not recognize North Korea as a nuclear-armed state because Pyongyang's nuclear test last year was a failure," Hayden was quoted as telling South Korean defense officials. Hayden arrived in Seoul on Monday for a three-day visit for talks with South Korea's top intelligence officials.
North Korea has said it conducted its first-ever nuclear test "safely and successfully," calling it a "historic event."
