Flaherty, 33, is a nine-year NHL veteran. He spent last season with the New York Islanders and Tampa Bay Lightning, going 6-12-0 with a 3.88 goals-against average in 22 games.

A career backup, Flaherty is 25-54-8 in 115 regular-season games. He spent his first five seasons with San Jose before joining New York in 1997-98.

Flaherty is insurance in case something happens to either Roberto Luongo or veteran Trevor Kidd, who shared playing time last season.

The Panthers on Thursday also signed free agent goaltender Andrew Allen, who recently completed four years at the University of Vermont.

On Jan. 3, 1998 against Harvard, Allen made history by becoming the first NCAA Division I goalie to be credited with a game-winning goal.

Florida also announced that Bill Duffy has been named the team's chief financial officer. Duffy has spent most of his career in the office of an NFL team, including the Miami Dolphins.
