UPI Spotlight: Starr begins testimony

WASHINGTON, Nov. 19 -- Independent counsel Kenneth Starr has begun his testimony (Thursday) to explain to the House Judiciary Committee how he built his case for impeachment of the president -- only the third time in U.S. history. Despite a blistering personal attack by the committee's ranking Democrat, Rep. John Conyers, who accused him of harboring an 'obsession,' Starr appeared unruffled as he launched into a verbatim reading of his 56-page speech.
